What is 38Bravo? – Community Assistance Team - Alpha (CAT-A)
38Bravo’s Community Assistance Teams (CAT) will be led by former U.S. Army Civil Affairs soldiers, operators trained to build trust, assess needs, and coordinate resources in some of the world’s most complex environments. That Military Occupational Specialty (MOS) is listed under the identifier, 38B. Today, we will bring that same mission home.
Our teams will go where others won’t, under bridges, along back roads, in tent camps, and forgotten neighborhoods, to meet the homeless and at-risk where they are. Using the Civil Affairs model of “assess, engage, and connect,” CAT members identify individual needs, establish rapport, and coordinate direct aid through local partners, shelters, clinics, and faith-based organizations.
Civil Affairs soldiers are experts in human terrain and local governance. In uniform, they worked with tribal leaders, mayors, and NGOs to rebuild communities torn by conflict. At 38Bravo, they will apply those same skills to rebuild hope on our own streets, acting as liaisons between the people and the systems meant to serve them.
Every encounter will be logged through our REACT framework (Report – Evaluate – Act – Coordinate – Track), ensuring accountability and follow-through. From a simple conversation to a full transition plan, CAT operations transform data into action, compassion into care, and field experience into sustainable change.
Our mission is simple:
To deploy trained former/retired Civil Affairs veterans as community liaisons who engage the homeless and at-risk populations directly, coordinate rapid support, and help restore stability, dignity, and belonging, one human connection at a time.
